The case use on this one is tied to being able to export on mobile. Let’s say I’m on ZipDJ the record pool make a crate and download fully to my phone, it would be awesome to do this in the fly with the MIXO app, then export to usb ready to play within a few min; Then if you’re on the road and laptop isn’t available, the next time the desktop app is started it syncs and sees new data creating a folder to match the playlist name if it doesn’t exist then pulls down the new file or files into that folder or if music was added to an existing playlist adds to an existing folder

Well, you can already download a playlist on mobile and export that to Rekordbox USB format (OneLibrary and the older Device Library).

If tracks are added to that playlist on another device, when your phone syncs they should automatically download.

Not sure if that’s what you meant but that’s all possible currently!

I’m referring to adding tracks to MIXO via the iOS app, then next time I sit down on a laptop, the tracks added via iOS MIXO will sync back to the desktop app, and place themselves in either a new folder based on playlist or an existing folder if it was added on iOS to an existing playlist

There no way to import on mobile at the moment, no. But any edits you make are synced yes. You can build playlists, organise your folders, add tracks to other playlists, smart playlists, edit metadata and cue points etc. All of which are synced.
