Track tags only on local device?

Yes that should work. After setting tags on tracks on desktop, MIXO will sync to the cloud. Then on mobile it should receive the changes and you can see/edit the tags via Track Info, or when using Edit to select multiple tracks and clicking the tag icon in the actions bar.
If you're not seeing tags in Track Info on mobile, please try Force sync via Settings/Cloud.
