clicking on a track anywhere in the Library list moves it to the top of the list

The idea of the scroll is that when using the next/previous buttons in the player, or when switching tabs/playlists and returning to the queued list, the currently playing track is always in-view.

Although in your video the player seems to be frozen. Also, your tracks do not appear to be fully analysed (presumably you skipped analysis during import), which might lead to slightly irregular behaviour.

I would make sure they all have waveforms (you can do this by selecting tracks, right-click and choose Re-Analyse Tracks), then eject the track from the player and try again.
